Bihar Health Application Visionary Yojana for All (BHAVYA) is transforming the way healthcare is delivered, managed and monitored across Bihar. Implemented by Rodic Consultants Pvt. Ltd., BHAVYA is a state-wide digital health transformation initiative designed to create a more accessible, efficient and data-driven healthcare ecosystem.
Covering more than 13 crore citizens across all 38 districts, the initiative brings together healthcare technology, digital platforms, real-time monitoring and data-driven decision-making to strengthen the state’s public healthcare infrastructure.
The BHAVYA journey began with the approval of the Mukhyamantri Digital Health Yojana in April 2022. The project was awarded to MSP (Rodic Consultants Pvt. Ltd.) in September 2022 and officially launched in October 2022. By September 2024, BHAVYA had been successfully implemented across all 38 districts of Bihar.
At its core, BHAVYA goes beyond simply digitising hospital processes. It brings together a comprehensive healthcare IT solution covering Hospital Information Management Systems, smart mobile applications, a citizen web portal, ABDM compliance, IT helpdesk support, hardware and internet assessment, system integrations and a centralised Command and Control Centre.
A unified digital health interface enables seamless information exchange across different levels of healthcare delivery. Electronic referrals connect facilities, patient histories and vitals can be accessed digitally, and real-time dashboards support faster decision-making.
For patients, this means a more streamlined healthcare journey. For healthcare providers, it means access to relevant patient information when it is needed. For administrators, it creates greater visibility into facility performance, resources and healthcare delivery.
One of the biggest strengths of BHAVYA is the scale of its digital adoption. As of July 2026, the platform had recorded more than 1.7 crore OPD registrations and 1.5 crore ABDM health records in the preceding six months, demonstrating the growing role of digital technology in Bihar's healthcare system.
The initiative has also helped improve the patient experience. Average waiting time has reduced significantly, while the use of Scan & Share for instant OPD registration has reached 92%. Digital workflows are helping reduce paperwork, avoid duplication and improve the movement of patients through healthcare facilities.
The transformation extends beyond patient registration. BHAVYA enables real-time monitoring of healthcare facilities, consultations, diagnostics and other operational indicators.
Through tools such as the State Command and Control Centre, Doctor Monitor, Facility-wise Performance Monitor, Quality Management System and Disease Mapping, administrators can gain greater visibility into healthcare operations.
This shift from fragmented information to data-driven healthcare can support evidence-based policymaking, resource allocation and faster identification of operational challenges.
BHAVYA also focuses on making healthcare technology accessible to citizens through SAAJ (Sehat Aur Arogya ki Jankari) and the Citizen Portal.
The SAAJ application connects citizens with essential healthcare information, including nearby healthcare facilities, medicines and medical services. Features such as facility location, emergency support and real-time bed status help bring healthcare information closer to citizens.
The Citizen Portal further enables patients to book OPD appointments at government hospitals, access their Health Locker, search for blood centres and register for specific health schemes.
Technology alone cannot transform healthcare without people who can use it effectively. BHAVYA therefore places strong emphasis on change management and capacity building.
More than 1.40 lakh users have undergone training, supported by a widespread training infrastructure covering 534 blocks and more than 190 dedicated training locations. Continuous refresher training and a Learning Management System further support digital adoption across the healthcare workforce.
This focus on people, processes and technology is essential for creating sustainable digital transformation in healthcare.
The next phase of healthcare transformation is not limited to digitisation. BHAVYA's roadmap looks towards predictive analytics, AI-enabled analysis, disease mapping and the broader One Health approach.
The objective is to move healthcare systems from being primarily reactive to becoming increasingly predictive, connected and data-driven. By bringing together technology, healthcare data and cross-sector collaboration, digital platforms can support better planning and more informed decisions.
